Abstract                : The files  rcs_l_file, rcs_l_ci in ~symons/bin can be used 
                          to simplify checking in under RCS all of your locked files.
                          rcs_l_file takes the output of rcsl (~horton/bin - a script
                          to find all of the locked files from the $PROJECT root) and
                          generates a file which lists all of your locked files.
                          
                          rcs_l_ci then takes this file list and helps you to check 
                          them in
