Abstract                :  what_release records the 'what' strings and other info in binaries
                           released to customers. This allows tracking back to sources for that release.
                          Creates in the directory 
                          
                          $PROJECT/doc/001.Project_Control_File/001.Configuration_Register/
                          Creates a directory 
                          
                          a subdirectory by the current date, and then for each
                          released binary a file by the name of the binary suffixed by .what
                          
                          Usage: what_release [ -comment1 [ -comment2 ] ] binary_files ... 
                          
                          e.g.
                          $ what_release '-- Interim release to NEC' driver/ilmi
                          $ head -20 $PROJECT/doc/001.Project_Control_File/001.Configuration_Register/21Aug97/ilmi.what
